He has had the opportunity to hear presentations made by some of the foremost DUI Defense attorneys in the country, including those who have participated in recent landmark United States Supreme Court cases.
In addition, Attorney Hoover has had countless hours of actual courtroom experience representing clients charged with various criminal offenses ranging from Aggravated Assault by Vehicle while DUI to Simple Assault and virtually everything in between. He has worked with some of the most well respected and knowledgeable scientists in the world in challenging blood and breath alcohol test results as well as other areas of forensic science. His training as it relates to the technical and scientific aspects of DUI law combined with tireless preparation and practical experience provide the foundation for a successful defense.
Prior to joining The McShane Firm, Attorney Hoover served eighteen (18) months as the Judicial Law Clerk to The Honorable John A. Boccabella of the Berks County Court of Common Pleas. Judge Boccabella handles each and every DUI and DUI related case in Berks County and is also periodically assigned homicide cases. During his time working for the Judge, Attorney Hoover was tasked with conducting extensive research on Pennsylvania’s DUI laws and also drafted countless judicial opinions.
Attorney Hoover earned his Juris Doctorate from The Pennsylvania State University-The Dickinson School of Law. While there he participated in the annual mock trial competition, was a senior editor of the International Law Review and a senior member of the Penn State Arts, Sports and Entertainment Law Clinic. He also interned with The Honorable Kevin A. Hess of the Cumberland County Court of Common Pleas.
Prior to attending Dickinson, Attorney Hoover earned a bachelors degree in Political Science from Rider University. While there he was a member of the Division I Rider University Swimming and Diving Team where he was a national qualifier and a member of a conference championship team. While at Rider he was also a peer tutor, a member of the Rider Law Society and an honors student.
Attorney Hoover has attended and successfully completed the 2009 Intoxilyzer 8000 Operator’s Course where he passed the proficiency-based testing program to become a Breath Alcohol Technician recognized by the US Department of Transportation. He, like all of the attorneys at the Firm, has obtained both Practitioner and Instructor rating in the administration of the Standardized Field Sobriety Tests. He, like all of the attorneys at the Firm, has also attended and passed the proficiency based examinations at the once-in-every-ten-years “Forensic Blood and Urine Testing” seminar where experts like A. Wayne Jones, Alfred Staubus, Ron Moore, and Dr. Wanda Marlowe lecture on issues surrounding blood and urine analysis. He has also attended and received recognition in the area of Drug Impaired Driving called “Drug Recognition Expert.” He has also attended the National College for DUI Defense summer session at Harvard Law School.
Attorney Hoover is admitted to practice in front of the Pennsylvania Supreme Court. Attorney Hoover is admitted to practice before the U.S. Court of Appeals for the Third Circuit, U.S. District Court for the Middle District of Pennsylvania [the federal court for Central Pennsylvania], and all Pennsylvania courts.
